I would suggest that if a person can fulfill the integration requirements, perhaps the length of time it takes does not matter so much. It's worth considering that those so highly motivated to become proficient in Dutch culture, law, history and language that they achieve this in five years instead of ten are possibly even more dedicated to the cause of full integration.
