I would raise an objection to this as well. The increased period does not, in and of itself, improve integration.
There are many different things that could be done, other than time, to implement this.
Do you want people to be more in touch with the overall community, then add some community (volunteer) efforts.
There is already a requirement to be at a higher language level than a simple permanent residence. But going to a C level really isn't a good idea as anyone (even after 10 years) may be difficult.
So the question is why and what is the goal, is there data to suggest that time makes a difference?
For those that are already here, or have already permanent residence, working towards those existing additional requirements: changing their path seems unfair or unrealistic. So find a way to make it proportional, for every year you have so far it counts as 2 to the new requirement.
