Response to the Consultation: Impact of the Emergency Measure on Asylum Procedures
Regarding the decree amending emergency measures related to asylum, we wish to submit the following remarks concerning its impact on the labor market, the humanitarian aspect, and the need for differentiation among asylum seekers based on their country of origin:
1. ??? Impact on the Labor Market
• Prioritizing Sustainable Solutions: This decree and its implementation must be viewed from the perspective of its effect on the labor market and the national economy. Measures that fail to consider the rapid and effective integration of employable asylum seekers may lead to an increase in financial and social burdens rather than contributing to economic growth.
• Need for Labor: Given the shortages in certain sectors, qualified refugees can represent an opportunity to fill gaps in the labor market, provided that clear and effective integration policies are adopted.
2. ?? Humanitarian Dimension and the Need for Fair Distinction
• Avoiding Generalization: Decisions regarding asylum should not be limited to purely economic or regulatory aspects; the core principles must remain humanitarian considerations and the protection of vulnerable groups.
• Fair and Objective Classification: We support the necessity of classifying asylum seekers based on the situation in their countries of origin. Procedures for considering the return of those coming from countries deemed "safe" and classified as such according to international standards should be fast-tracked to ensure that resources and effort are focused on genuine cases that truly require protection.
3. ??? Proposal for Safe Country Classification
We propose seriously considering applying stricter and more effective return procedures for refugees arriving from countries that can be considered safe, such as:
• Turkey
• Morocco
• Egypt
• Balkan States (e.g., Albania, Serbia, and Montenegro, based on the updated EU list of safe countries).
This measure will contribute to the rationalization of the asylum process and protect the system from misuse, while ensuring that priority remains with humanitarian cases that require actual international protection.
