Good day,
As an international researcher myself, the new wet makes me feel very unwelcome. But my personal feelings aside, I strongly believe the Netherlands is not doing itself a favour with this law. First, the Dutch students will profit from learning in English
Not only will it prepare them for the international job market, but they will also profit from the best educators. Why? Because the best is not always born in the Netherlands, but they can always be employed here. So to make the Netherlands more welcoming to international lecturers, can only be a plus.
Dutch students will also profit from an international classroom, by learning about outside perspectives. This wil help them think outside of the box and make them better workers in the future. So also international students stand to profit Dutch students.
These international students feeling welcomed and well educated in the Netherlands will also want to stay here maybe. Het married, build a house, send their children to the schools here, be a part of society. That all starts at the university already. So not only attracting new workers but also new students to educate here should be a goal on the future.
To zoom out of the personal area: the Dutch universities and hoogeschools are already under staffed and the decision at hand will reduce the number of people allowed to teach further.
On a more global scale, the Netherlands is also experiencing a shortage of qualified labourers, which will not be helped by this proposal.

Hoe beoordeelt u de uitvoerbaarheid voor de onderwijspraktijk en heeft u nog suggesties om de uitvoerbaarheid te bevorderen?
Letting universities decide in which language to teach would eb a great start. Most of them still do it in Dutch anyways.
Second, financing durch students to lower student dept, would do more to encourage Dutch people to study, then inhibiting expats.
