As an international student myself I have to say that I'm just a bit miffed about this.
The language a course is best taught in largely depends on the subject and available teaching staff. It would make no sense to teach Dutch law in English.
While I can somewhat see the reason behind limiting the number of international students to reduce the strain on the education system, I don't understand why it is done in this manner. I paid a lot of money to study here and I am more than willing to pay more if it means more staff can be hired or more student housing provided. Killing of small programs unable to sustain student numbers without internationals and making students learn subjects in Dutch when it is not the language they will be working with outside of their education will just hurt the education system even more.
