As a native English speaker working at the University of Groningen, I can assure you that this matter requires very delicate handling if you are to avoid crashing international recruitment, with significant financial and reputational consequences. By handling I mean both policy design and messaging/communication. In my view you are currently failing on both counts and are causing serious concern.

Hoe beoordeelt u de uitvoerbaarheid voor de onderwijspraktijk en heeft u nog suggesties om de uitvoerbaarheid te bevorderen?
You have the option of capping non-EU student recruitment and should use this, but how you use it also needs careful thought. In the UK pre-Covid 19, some universities capped specifically Chinese recruitment because of the numerical dominance that a large country population implies. Perhaps you need to look at this option.

I am skeptical of the value of mandatory ex-curricula Dutch lessons. Possibly the impact on recruitment may be low, I don't know. Replacing any formal part of the English language-taught curriculum with Dutch will definitely crash international student recruitment. You need to be sure that you can deal with the financial consequences of that. Our Faculty of Science and Engineering is already in financial difficulties.
