Met deze consultatie kunt u reageren op de Joint Letter of Intent tussen de Nederlandse overheid en Tata Steel. U kunt tot en met 19 december 2025 reageren. Artikelen 3, 6, en 7 van de JLoI gaan over de beoogde doelen, projecten en de beoogde financiering en zijn daarom naar verwachting het meest relevant voor u.Wij zijn in het bijzonder geïnteresseerd naar uw reactie op één of meerdere van de volgende vragen:
1. Reageert u als omwonende, werknemer van Tata Steel, bedrijf, maatschappelijke organisatie, overheidsinstantie of als betrokken burger?
2. Wat vindt u van de gestelde doelen in de Joint Letter of Intent met Tata Steel (artikel 3)?
3. Wat vindt u van de gekozen projecten om Tata Steel te verduurzamen en de gezondheid te verbeteren (artikel 6)?
4. Wat vindt u van de verhouding van het voorgenomen subsidiebedrag tot de doelen en projecten van de Joint Letter of Intent (artikel 7)?
5. Als u namens een bedrijf reageert, wat is volgens u het effect van de voorgenomen subsidie op de concurrentie tussen bedrijven?

I'm a senior material scientist, researcher in R&D department of Tata Steel IJmuiden as a researcher. I have serious doubts about the feability of the aims claimed by TSN on reduction of pollution. Here I briefly share only my technical opinion:
1- There will never be something such as "Green Steel', but production methods with less polluting approaches. Even 20-30 % less CO2 and other gasses, is a big gain on industrial scale.
2- Usage of hydrogen within the coming decade in production of steel in industrial scale is not technically feasible.
3- Our studies shows that most of the current grades on the TSN portfolio will be affected by the so-called "Green Approaches of Production". This means that redesign of the materials and methods are required, essentially emerging fundamental research both inside company and also in academia. Current plan of TSN management is to immediately reduce headcounts of TSN R&D by about 50%, mainly in jobs that senior experts in research work. This is contradictory to the contents of Article 6 of JLoI. Loss of experts means loss of critical knowledge required for redesign of materials and production methods, and thus continuation of production in IJmuiden after receiving the Dutch subsidy.
4- TSN management claims they are going to compensate the reduced researchers by more collaboration with European universities. Our previous experience shows these collaborations are vital, but senior researchers in TSN are needed to transfer academic science into industrial technology.
5- TSN management claims they are going to compensate reduced researchers by more collaboration with the parent company in India. This is now contradictory to JLoI in which TSN is dedicated to remain in the Netherlands and use the subsidy of the Dutch goverment. Outsourcing research to India means critical dependance of a Dutch based company (using Dutch money) to knowledge in a non-european country for continuation of production. This should raise a serious question for Dutch politicicans.
