U kunt op de gehele regeling en memorie van toelichting reageren.
I think this scheme is unfair, especially as a lot of people (workers, students) are already here having assumed that when they arrived, they'll need only 5 years of continuous residence to achieve citizenship. This will be disrupting a lot of life plans and may lead to a loss of talent down the line. This will deter future migrants from coming to the Netherlands, taking away valuable skills, talents, and labor other migrants may bring to the country. It will also be inconvenient to married/established couples who are waiting for the other's citizenship as it extends their wait by two more years before making more concrete life plans and family planning. There is no need for this rule, as five years is already a long time for someone to establish themselves here, make connections, learn the language, and build a life. Ten years is an arbitrary number that is just inconveniently wrong and forces people to stay put in one place for no reason.
