If you want to extend the period to 10 years, then the 30% ruling should also be extended to 10 years since I will not be considered a Dutch national and will have to claim taxes in separate countries. You will not decrease immigration with the new laws. You will not make people integrate better with the new laws. But don’t take away 30% ruling which is meant to assist and attract WORKING foreigners who have to pay double tax, then treat them financially as a Dutch citizen by taxing them at the full Dutch rate after 5 years then expect people to want to stay for another 5 years like this before they can get citizenship
