While it's a welcome move, which blends the integration well and people will better know the Dutch culture. It will act as a deterrent for knowledge migrants who have better and quick access routes in other European countries. This in turn will impact the economy and recruiting skilled expats. The adequate shortage in labour will be further amplified if the knowledge migrants look for alternatives.

Rather changing to 10 years, introduction of mandatory integration trainings, completion of language requirements and participation in community programs will be a welcome inclusion than forcing a 10 year wait which will certainly become a loss of knowledge migrants for Netherlands.
