U kunt op de gehele regeling en memorie van toelichting reageren.
While I completely understand the need to tighten immigration rules, I find it unfair that there is no distinction made between asylum seekers/ refugees and Highly Skilled Migrants (HSM visa holders). The HSMs bring much needed talent into the country, pay taxes, are highly educated, and their progeny will only be asset to the Netherlands. By clubbing them together with refugees, the bill does a great disservice to their contribution, and makes the Netherlands less attractive to new talent.
Secondly, there should be a cut off after the implementation of the said law. Existing talent migrants chose Netherlands as their country of destination keeping in mind the rules of naturalization when they came here. Changing the goalposts creates havoc to their long term plans in this country. I would suggest that this must not apply to migrants already here/ or atleast those who have spent 3-4 years already in the country.
Thirdly, there should be a "fast track" for those who have reached a higher level of language proficiency. I believe that integration is best proven based on how people can communicate in Dutch. So, for example, if a higher B2 level can allow a migrant to apply in 5 years, that would be only fair to their integration efforts.
I am aware of the problems that mass migration has resulted in, and the criticism of it is absolutely fair - but throttling the neck of even high skilled migrants as collateral damage, just to prove a point will not help the Netherlands in the long term.
