U kunt op de gehele regeling en memorie van toelichting reageren.
I do not think that integration is a matter of time spent in the country.
Speaking the dutch language alone does not make you integrated. People are a product of their values also.
You need to accept the dutch values and also bring other values which are complementary to the dutch values to integrate.

The longer an immigrant stays in the Netherlands does not mean that the person is adding value to the netherlands.
Times spent as an immigrant does not equate value added by an immigrant.
The country should be specific on what it needs for persons to be naturalised:
1. Does this person speak the dutch language at an acceptable level?
2. Does this person contribute to the economy of the nation (taxes) or is this person on social welfare?
3. Is this person a highly skilled migrant or a less skilled migrant?
4. Is there any major criminal recorded against this individual since he/she arrived in the netherlands?

These are questions that should shape the policy.
If the impact of the answers are positive, 5 years is too long for naturalisation.
While we are on this subject, Highly skilled workers should have a 3 year route to Permanent residency.
The sacrifices made by the workers to come to the Netherlands is much and should be acknowledged with a shorter time to obtain a Permanent residency.
