The people who are under temporary resident permits with 5 years or more already have settled in with thier families. And most people have bought houses based on mortgages. So if this extended to ten years people will have depends on company sponsored visa for a long term which is a risk with the current job market. Most people who are well settled with thier kids will have to go back and mortgages will not be paid, and will cause issues in banking sector and housing market as well. So this law should not be applied to people who are already on resident permits.
