2. Encourage integration – 5 years motivates people to settle and engage sooner.
3. Fairness – HSMs pay taxes and contribute; they should not wait a decade for equal rights.
4. Language flexibility – Many HSMs work in English; strict Dutch rules add barriers without real benefit.
5. Less bureaucracy – A longer process means more cost, delays, and inequality.
