For better selection, it is more useful to make naturalisation exams more complicated or complex, because otherwise if person doesn’t want to integrate he/she won’t integrate not in 5, not in 10 years. Same as the problem of illegal immigration won’t be solved. But for highly skilled migrants or other legal migrants it will be demotivating, and they will be choosing other countries.
