Simply extending the time requirement does not guarantee improvement in any of these areas.

2. Time does not equal engagement: Some people may live in a country for decades without ever learning the language well or engaging socially or civically. Conversely, others may integrate fully within a few years if they have access to supportive communities and resources.

Programs that actively support integration—like language classes, employment assistance, civic education, and social inclusion initiatives—are more likely to create the “strong bond” policymakers aim for than merely increasing the number of years someone must wait to naturalize.

4. Psychological and symbolic factors:
A longer naturalization period might signal that citizenship is “harder to earn,” which could motivate some people to integrate more actively—but it could also cause frustration, resentment, or feelings of exclusion, which might reduce engagement.
