Swedish Match welcomes this opportunity to respond to the consultation. The attached document contains important scientific considerations which should be taken into account. Based on availiable scientific evidence, we question if the smoke-free generation goal by 2040 is attainable without scientifically proven alternatives to cigarettes. In both Sweden and Norway, alternative reduced risk tobacco and nicotine products have played a crucial role to accelerate the steep decline in smoking prevalence. There are no other countries where the smoking rates have declined so rapidly. This success cannot be explained without taking availability of reduced risk products into account.
