U kunt reageren op het wetsvoorstel en de toelichting.
Considering the testing requirements in place for those who arrive by air which involve both a negative PCR and a negative Rapid Antigen Test which is issued no more than 4 hours before the flight, I believe it Is unreasonable and unnecessary to legally mandate a quarantine period. The amount of spread which is not caught by these both these tests will be incredibly low, to the fact that it will be almost 0. Assuming more checks are brought in at the border, this could see more crowding of the immigration at arrivals, thereby increasing the risk of transmission. We all know that by nature airports are not designed with social distancing in mind.
I would however suggest that all travellers are tested by PCR on arrival to the Netherlands. This would significantly reduce the burden on law enforcement around the country who may have to on check individuals at their place of quarantine.
Additionally, the measures within the country could be expanded - such as require mask use in all public locations as is the case in many other countries around the world, and also enforcing the ban on large groups meeting together in parks and open spaces. There are many more ways to reduce the spread of COVID-19 than an enforced mandatory quarantine which not only would be more effective in terms of epidemiology, but also in terms of cost to the Dutch taxpayer.
I apologise for not being able to speak in Dutch, but as a resident of the Netherlands I hope you can take my suggestions into consideration to control the spread of COVID-19.
