Nederlandse inzet op Ontwikkelingssamenwerking
Nederland is op verschillende thema’s actief op gebied van ontwikkelingssamenwerking. Zo investeren we in het realiseren van de Sustainable Development Goals (SDG’s) en zetten we extra in op opvang in de regio, toegang tot vaccins, klimaatadaptatie en -mitigatie. Nederland gaat door met wat goed gaat en focust op waar Nederland goed in is, zoals verbinding tussen diplomatie en ontwikkelingssamenwerking. Dutch development cooperation activities
The Netherlands is actively pursuing a number of policy themes in the area of development cooperation. For example, we're investing in efforts to advance the Sustainable Development Goals (SDGs), reception in the region, access to vaccines, and climate adaptation and mitigation. The Netherlands will continue its efforts in areas where progress is being made and will focus on its strengths, such as linking diplomacy and development. 7. In your opinion, what are the Netherlands’ strengths when it comes to development cooperation? In which policy themes could the Netherlands play a leading role?
The Netherlands should play a leading role in safeguarding civic space, which is crucial to the success of the Coalition Agreement. The Agreement names as a priority “continuing to promote respect for human rights” and emphasizes the government’s dedication to achieving the SDGs, protecting marginalized groups, freedom of expression, women’s rights, civic rights online and combatting climate change.
Ensuring that people can freely express and organize themselves and assemble to amplify their voices safeguards all human rights by giving citizens the power to advocate for their needs. Promoting an inclusive civic space also necessitates the participation of marginalized groups the decision-making, which is crucial to ensuring that their interests are taken into account. Likewise, facilitating participation by all stakeholders is required to reach many SDG goals, e.g., Goals 5, 10 and 16. Safeguarding civic space protects HRDs, media actors and environmental groups, whose work is essential to combatting discrimination, human rights abuses, climate change and crackdowns on speech.
The Netherlands can play a leading role on issues of digital rights by using its position as a member of the Freedom Online Coalition to advocate for better international norms around online privacy and FoAA&E rights and for better access to the internet for marginalized groups. The Netherlands can also negotiate for the inclusion of better protection of FoAA&E rights in the new UN cybercrime treaty and lead efforts to combat disinformation online by disseminating norms solidified in the EU’s Digital Services Act.
The Netherlands is well-placed to champion civic space in the multilateral arena given its active engagement in key fora. Currently, the Netherlands leads efforts to advance implementation of the OECD DAC Recommendation on Enabling Civil Society in Development Cooperation and Humanitarian Assistance through its co-chairship of the DAC Community of Practice. At the WHO, the Netherlands is negotiating a pandemic preparedness treaty to help ensure that emergency responses are protective of human rights.
Finally, the Netherlands can lead on safeguarding the participation of marginalized groups in civic space. Already the Netherlands has invested in capacitating young voices and committed to a stronger focus on equal opportunities for the LGBTIQ community and women and girls. The Netherlands could easily expand its championship to other marginalized constituencies.
