Introduction and summary
The proposed Order in Council (AMvB) contradicts the government's goal of improving public health. Prohibiting flavours of e-cigarettes as proposed cannot be justified. A flavour ban encourages the opposite of what the government is trying to achieve. Vapers start smoking again. Smokers continue to smoke. The net effect on public health would be negative.

A proper impact assessment should be carried out. The consultation does not provide the evidence and analysis necessary to support these regulations. An assessment with a thorough analysis of the proposed measures, whether there are less burdensome means to achieve the objectives. A full assessment is impossible because basic information is lacking on the method for selecting flavours and managing their use in quantity and combinations.

This hastily submitted proposal should be withdrawn and reconsidered.
