It doesn't make any sense. With smoking being confirmed to be deadly to people but vaping being significantly less harmful, discouraging a clear path to switch from tobacco to vaping by limiting flavours makes no sense. People who quit smoking do not want to switch to tobacco flavours, they want to move as far away from smoking as possible.
