I think the new policy is attractive. I know several friends of mine had problems with obtaining a new job in one year after their graduation. If it's three years, i'm sure the chance will be much bigger. Another thing is that the stay of the foreign highly educated people can stimulate the development of the economy since the market is still unsaturated and they will figure out a way to contribute their efforts to make a better country. I think it's a double win policy.
