In this consultation, ASOM argues in favour of adding integrated solar panels on vehicles in the proposal for VAT-free supply and installation of solar panels on houses.
In 2030, the Netherlands would need to install approximately 12 – 14 GWp of solar panels to provide all vehicles with sustainable solar electricity. This equates to 12,000 to 14,000 hectares; equivalent to 6-7 million residential roofs. However, if all vehicles had solar panels, they could generate almost 50% (~7 TWh) of the annual electricity needed for transportation themselves (RVO, 2021; reference TEUE518019). The International Energy Agency PVPS Task 17 has written a report on the potential of solar panels integrated into vehicles and proposed how this can be realized (IEA PVPS Task 17 Report, 2021; reference IEA-PVPS T17-01). The vehicles are shown to have advantages from cost savings, CO2 emissions savings, and autonomy and resilience in time of emergency. The market introduction of solar vehicles can be important for the introduction of electric transport and can also create opportunities for other solar panel applications in the transport sector.
